Although in today's realities the cancellation of the USE already in 2022 looks extremely unlikely, we nevertheless propose to discuss this acute and exciting topic for millions of graduates.
Is it possible to cancel the exam at all
With the experience of the pandemic and digitalization, the Unified State Exam (USE) may change dramatically by 2030. This was stated by the head of Rosobrnadzor Anzor Muzaev. After the pandemic and the measures introduced because of this, the issue of replacing it in the future with a different procedure for admission to a university is being discussed.
So, in 2020, 10% of schoolchildren did not take at all, and about 70,000 high school students were declared for the exam, but did not come to it, and it is expected that in 2021 and 2022 the picture will not change dramatically, and the number of refuseniks will only grow.
Alternative version of the manual
Despite numerous calls to cancel the USE back in 2021, the management decided to exempt those who do not plan to enter universities from exams.
At the end of February, the government announced a decision to simplify the final certification for schoolchildren in 2021 due to the coronavirus. For ninth-graders, a complete cancellation of the final certification in elective subjects was provided, they will be able to receive certificates of basic general education, having passed the GIA only in the Russian language and mathematics. Graduates of the 11th grade who do not plan to enter universities will be able to take the state final exam (GEE) in Russian language and mathematics instead of the USE.
At the same time, for admission to universities, the need to pass the Unified State Exam in the necessary subjects was retained.
Why do many people think that the USE should be canceled?
Primarily, if we talk about school education, then progress and achievements over 11 years are more important than the final test, which lasts two hours under stressful conditions. This is what most experts think. Instead of the USE, it is necessary to create a system of certificates confirming skills that meet the requirements of the employer, with confirmed results of work or projects.
Second argument - children's health, especially in the context of the circulation of coronavirus.
Third argument - the so-called digital divide in preparation for the exam. The Unified State Exam has reduced territorial inequality, but increased socially. The fact is that a relatively rare student successfully passes the exam without tutors. If you believe the all-Russian statistics, then about 70% of all children are preparing for the exam with tutors. First of all, they do it well. Accordingly, not everyone has money for tutors.
Soft skills system as an alternative
The most correct is the system of non-state accredited certification centers, which assess specialists in terms of subject knowledge and soft skills, create a digital resume, which includes experience, seniority, completed projects, work results, references, etc.
In the same centers, it is necessary to create a system of professional and career guidance and testing - not in one industry or subject area, but in several, in a system of interconnection. For example, I scored 90 points out of 100 in hard skills or IT requirements - look for yourself, say, in programming, scored more modest 60 points, but showed leadership qualities - try yourself as a project manager. You have high soft skills - a direct path in the profession related to communications. For a combination of other parameters, count on recommendations in employment and in additional education tracks. That is, it is not a linear scale, but a set of assessments based on different criteria and areas. Once in the reporting period, new tests can be passed, proving the acquisition of additional experience, knowledge and professionalism.
USE online as an alternative
Rosobrnadzor is considering the possibility of transferring the exam in the online mode.If now there are regular proposals for the introduction of digital distance education, then why not transfer the Unified State Exam to the online mode. The head of the department, Sergei Kravtsov, told about this at the All-Russian meeting with parents. For this, according to him, it is necessary to resolve many issues and, in particular, to prepare the regions technically.
The test exam was successfully passed on October 30th. There will be no changes this academic year, but next year graduates will take the online Unified State Exam in Computer Science. However, the head of Rosobrnadzor doubts that the knowledge test will be fully online by 2022.
