In Bruges, Nikolai Konstantinovich proposed a bill that would regulate the preservation of cultural heritage. The project was an overwhelming success, in part because it was the first such case. Prior to that, no attempts were made to unite the entire world community in an effort to preserve the common property. Roerich's position was approved by many prominent figures of that time.

Nicholas Roerich was sure that culture is the main engine of progress, that it is it that unites people, despite different social statuses, age, nationality and religion. Nikolai Konstantinovich saw the purpose of the holiday in a call for knowledge, cultural exchange, saving and increasing beauty. Subsequently, the international document was signed by the first persons of the 21st state. This happened on April 15, 1935 at the White House in Washington. The document was named "Roerich's Pact".

Nikolai Konstantinovich died in 1947. During his lifetime he failed to achieve the official establishment of this holiday. But the idea nevertheless became a reality several decades after his death.

When in 1998 the question arose of what date to celebrate the new world holiday, the International League for the Defense of Culture proposed the date of April 15th. Despite the fact that the celebration did not receive official recognition, it is actively celebrated in many developed countries.

The International Day of Culture is actively celebrated not only abroad, but also in the constituent entities of the Russian Federation. On the occasion of the celebration, exhibitions, theatrical performances, concerts of classical or jazz music are organized, scientific conferences, poetry evenings are held.
