The indexation of pensions in 2022 will be carried out in accordance with the laws and regulations adopted earlier. Co-payments are due to almost all categories of recipients of payments. It is already known for sure whether there will be indexation and what the percentage of the increase will be, but some bills concerning payments are still under consideration. How much and when will payments to working and non-working pensioners increase, what additional payments will be to recipients of insurance, social and funded pensions - this is detailed in this article.
What awaits retirees in 2022: the latest news
State Duma deputies continue to discuss the possibility of increasing the level of material security of disabled citizens and are developing schemes for increasing payments taking into account inflation and the price growth index. Also, the Lower House of the State Duma is considering a prepared bill on the indexation of pensions in 2022. If the law is passed, pensioners will be able to count on intermediate indexation throughout 2022.
In addition to the issues of increasing payments, the possibilities of adjusting the system for recording the experience are also being discussed. The authorities intend to issue a decree according to which certain additional periods will be added to the total length of service, for example, conscription service in the army.
In 2021, it is not yet envisaged to include the term of service in the army in the total length of service, but the Ministry of Labor is already considering the possibility of doing this. If the law is passed, then with 42 years of service, men who have undergone compulsory military service can retire early.
Based on the latest news, we can say that some of the amendments made to the pension laws have already started working. Medical workers and doctors working in high-risk conditions in the territories of the "red zone" and having constant contact with those infected with Covid-19 will receive pension benefits accrued on preferential terms. According to the rules, the innovation will apply to the period starting from January 1, 2020 until the end of the coronavirus pandemic.
In 2022, the amount of additional payments to pilots who served in civil aviation will also change. Former employees of hazardous industries, specialists who worked in the coal industry can also count on an increase in financial support. The increase will be gradual - the government plans to carry out the indexation in 4 stages. The amount of the increase is unknown, and it will be calculated individually, taking into account the average monthly salary of a pensioner in the pre-retirement years.
How much will the pension increase
The growth of pension accruals takes place regularly, only the percentage of allowances differs. When developing another strategy for increasing social benefits, insurance and funded pensions, the government takes into account many factors: the projected inflation rate, the percentage of growth in the cost of living, regional nuances, formulas for calculating the length of service, the type of payments. The growth rates of each type of payment are also different. Below is a detailed analysis of the increase in each type of payment.
Insurance pensions
The procedure for changing insurance coverage remains unchanged in 2022. Pensioners can expect an increase from January 1. According to the government's plan, the insurance payment in 2022 will be increased by 5.9 percent as a result of indexation.
The government has unveiled a plan to increase the charges to recipients of insurance payments. As a result, the following changes are expected:
- a fixed amount of charges will be 6400 rubles;
- the cost of PKI is expected to rise to 105 rubles;
- the total amount of the allowance is on average about 1000 rubles.
According to the planned reforms, the growth of insurance payments will not stop there. Indexation is also planned in the future.The government is targeting an increase of 5.6% in 2023 and 5.5% in 2024.
Social pensions
All three types of social pensions will also grow in 2022. Those who receive social assistance due to old age, disability or as a result of the loss of a breadwinner will be able to receive an increased state pension. The government of the Russian Federation adopted Law No. 388, which implies an 8.5% increase in social pension in 2022.
Such a significant growth rate is due to the fact that in previous years the amount of social pensions did not grow as rapidly as other types of payments. But in 2023, the indexation percentage will already be lower. As for working pensioners, it is not yet known whether pensions for them will be indexed, but they can count on recalculating the pension coefficient. According to the results of the recalculations of pensions, a social supplement will be made.
Funded pension
In 2022, changes will also affect funded pensions. The government has drafted a bill to increase payments of this type. The last time the funded pension was raised was in August 2020. After the reforms, the amount of funded payments increased by 9%. Indexation has not yet taken place in 2021. Pensioners will find out how much the payment will grow only in August. In 2022, changes in the amount of accruals will also be made no earlier than August, the exact amount of the supplement to the pension is still unknown.
Security and military pensions
Former employees of law enforcement agencies and departments, as well as retired servicemen of each branch of the military, can count on an increase in payments. The increase in charges will overlap the inflation rate and the price growth index.
The exact amount is still unknown, but the government predicts an increase of at least 4.9%. Depending on which structure or in which troops the pensioner served, the growth of material support will also differ. Experts predict a decrease in the rate of inflation, therefore, in the coming years, the indexation may significantly decrease. The exact data will be announced by the competent authorities closer to the date of indexing.
Who will receive an increase out of turn
In 2022, the deputies of the State Duma also planned the accrual of extraordinary increases in pensions. Not all pensioners will receive the payment, but only representatives of the following categories:
- elderly people who have already turned 80 years old;
- citizens who have moved to live in regions with an increased pension coefficient;
- pensioners who support minor dependents;
- citizens who lost their working pensioner status in 2022.
If there are any questions regarding the calculation of pensions, calculation, indexation, each citizen can get answers from a single consulting service by calling the free hotline.
The indexation of pensions in 2022 for non-working pensioners will take place in accordance with previously adopted laws. The exact amount of additional payments will be known only immediately before the indexation.
