State Duma deputies continue to discuss the possibility of increasing the level of material security of disabled citizens and are developing schemes for increasing payments taking into account inflation and the price growth index. Also, the Lower House of the State Duma is considering a prepared bill on the indexation of pensions in 2022. If the law is passed, pensioners will be able to count on intermediate indexation throughout 2022.
In addition to the issues of increasing payments, the possibilities of adjusting the system for recording the experience are also being discussed. The authorities intend to issue a decree according to which certain additional periods will be added to the total length of service, for example, conscription service in the army.
In 2021, it is not yet envisaged to include the term of service in the army in the total length of service, but the Ministry of Labor is already considering the possibility of doing this. If the law is passed, then with 42 years of service, men who have undergone compulsory military service can retire early.
Based on the latest news, we can say that some of the amendments made to the pension laws have already started working. Medical workers and doctors working in high-risk conditions in the territories of the "red zone" and having constant contact with those infected with Covid-19 will receive pension benefits accrued on preferential terms. The government has unveiled a plan to increase the charges to recipients of insurance payments. As a result, the following changes are expected:
- a fixed amount of charges will be 6400 rubles;
- the cost of PKI is expected to rise to 105 rubles;
- the total amount of the allowance is on average about 1000 rubles.
According to the planned reforms, the growth of insurance payments will not stop there. Indexation is also planned in the future.The government is targeting an increase of 5.6% in 2023 and 5.5% in 2024.
Social pensions
All three types of social pensions will also grow in 2022. Those who receive social assistance due to old age, disability or as a result of the loss of a breadwinner will be able to receive an increased state pension. The government of the Russian Federation adopted Law No. 388, which implies an 8.5% increase in social pension in 2022.
Such a significant growth rate is due to the fact that in previous years the amount of social pensions did not grow as rapidly as other types of payments.
