Maternity capital in 2022 - changes, whether there will be, whether, how much, news

In 2022, families in which babies will appear will also have the opportunity to apply for maternity capital, and we propose to understand in detail what changes may occur in the program in the near future and what will be the amount of payments for the first and second child.

About the program

Maternity capital - the state program to support families. The program is valid until the end of 2026. Initially, families in which the 2nd or subsequent children appeared in the program could take part, but in 2020 the program was expanded. So, in 2022, a maternal certificate can be obtained even for the first child born or adopted from January 1, 2020.

The certificate can be used:

  • to pay for education,
  • formation of the funded part of the mother's pension,
  • monthly payments,
  • for the purchase of goods and services for the adaptation of disabled children,
  • to solve the housing issue.

When buying a home with the involvement of maternity capital, there are a number of restrictions.

Who can get the certificate

To use the parent capital, you need to meet a number of conditions. The certificate can be obtained by a Russian citizen if she has given birth or adopted a second or subsequent child. From January 1, 2020, the mother capital began to be issued for the first child.

A man who is raising a child on his own can also get a certificate.

Maternity capital will also be given to a father who is not a citizen of Russia, if the mother is denied this for some reason. This can happen if she is convicted of a crime against a child, she has been deprived of parental rights or died.

A child who has not reached the age of majority or a full-time student who has not yet turned 23 years old also has the right to receive a mother capital. But this also requires certain conditions. For example, the mother was the only parent, but she was deprived of the right to a mother capital, or the mother's right was terminated, but the father did not have it.

Maternity capital will also be given to a father who is not a citizen of Russia, if the mother is denied this for some reason. This can happen if she is convicted of a crime against a child, she has been deprived of parental rights or died.

The size of the maternity capital

Maternity capital per child in 2021 was indexed by 3.7%. In 2020, it was increased for the first time in the past five years.

According to the head of the Ministry of Labor Olga Batalina, after 2021, the indexation of the capital will also be carried out annually:

  • in 2021 - 3.7%; (the payment will be 483,881.83 rubles);
  • in 2022 - 4%; (the payment will be 503,237.10 rubles);
  • in 2023 - 4%. (the payment will be 523,366.58 rubles).

Thus, for recipients whose right to maternity capital arose before December 31, 2019, the amount of payments will be:

  • in 2021 - 483,881.83 rubles;
  • in 2022 - 503,237.10 rubles;
  • in 2023 - 523,366.58 rubles.

If the child was born after January 1, 2020, the payment amount will accordingly be:

  • in 2021 - 639,431.83 rubles;
  • in 2022 - RUB 665,009.10;
  • in 2023 - 691,609.46 rubles.

Thus, the maternity capital in 2022 will be from 503,237.10 to 665,009.10 rubles.

Innovations

Important! In 2022, a certificate of maternity capital will be issued without an application: the necessary information comes to the Pension Fund automatically from the registry office. The notification of the issuance of the certificate will go to your personal account on the public services portal.

In 2022, the following changes are expected in the Maternity Capital program:

  • the certificate is issued within five working days (since 2021);
  • matkapital will also be extended to men who are sole adoptive parents of the third and subsequent children;
  • parents will be allowed to use maternity capital as a down payment on a rural mortgage;
  • families can receive monthly from the mother capital an amount equal to the subsistence level of the region of residence;

As before, the monthly mother capital payment is due to families in which the second child has appeared since 2018, and is provided until he turns three. You can get funds if the monthly income in the family does not exceed two living wages per person. In 2021, according to the Pension Fund of Russia, this level was set at 24.8 thousand rubles, but it depended on a specific region.
