In July 2022, the government of St. Petersburg will begin to carry out transport reform. The chairman of the transport committee, Kirill Polyakov, said that Smolny would no longer move the deadline. This was reported by the TV channel "78".

The reform implies an almost complete rejection of commercial vehicles. Most of the minibuses will be replaced by state buses, which will have benefits and discounts.

Cancellation of minibuses

The chairman of the transport committee, Kirill Polyakov, said that commercial transport, which primarily includes minibuses, does not provide safety and comfort to passengers. In addition, it does not have a clear flight schedule, and the new transport will have an automated system.

Carriers admitted to the competition for work will be obliged to comply with the new conditions. According to Polyakov, at present there are 16 carriers in St. Petersburg who apply for transport work in the city. The right to serve passengers will be awarded to the one who wins the auction. A large-scale transport reform was first carried out in Moscow in 2016. According to the results of the tender, out of 30 carriers, only 6 remained. Polyakov noted that it would no longer be possible to move the reform deadline. The transport reform was originally planned for July 2020, and then postponed for 2 years.

To renew the rolling stock and the bus fleet, 27.5 billion rubles are needed for 3 years. But this is not the total amount, according to Polyakov, since prices are constantly getting more expensive, and in fact, the amount of transport renewal is calculated in much larger amounts.

In total, during the transport reform, it is planned to cancel 271 minibuses and add 97 new lines. A complete list of canceled routes can be found in the project document.

New bus routes

Smolny is shifting the terms of the tenders for the competition for bus routes to transport reform. The main document is late, so carriers will have less time to prepare for the new reality.

The Transport Committee will not announce bus tenders in January: it was assumed that this would allow contracts with carriers to be concluded in March, after which they will have 15 months to purchase rolling stock and prepare for the launch of a new route network. However, now you have to replay this schedule. The transport reform itself cannot be moved from July 2022, so the preparatory period is shortened.

According to Fontanka, everything rests on a comprehensive scheme for organizing transport services for the population (KSOT): JSC Stroyproekt Institute was unable to prepare this document on time, and it is it that is the foundation on which the reform is being built. In mid-December, the "Organizer of Transportation" refused to accept the scheme, he has not accepted it to this day. According to the interlocutor in the transport block, the route network itself is practically formed, but there is still a calculation of the transfer and the schedule ahead. Until they finish with this, they do not name new terms for announcing tenders.

Something can be said already now, at the working meetings in the commander, the Stroyproekt Institute announced some details. The network currently under consideration includes 583 municipal land routes: 47 trolleybuses, 44 trams and 492 buses, of which 195 are commercial. It is assumed that in 2022 there will be three fewer trolleybus routes, and only 369 social buses will remain in some buses. Thus, the total number of land routes will decrease from 583 to 457. Accordingly, their total length will also decrease: from 8.2 thousand km to 6.4 thousand, and if we talk only about buses, then from 7.1 thousand km to 5, 3 thousand. At the same time, the number of rolling stock, on the contrary, will increase - from 5540 to 5834 (in the case of buses - from 4456 to 4614).

The adjacent routes with the Leningrad Region will also get rid of "commerce" - in the part where the customer is the city: there will remain 91 social routes, they will be served by 340 buses.

The reform is not only about the transition to a single tariff and the reorganization of the route network. Among the planned activities is the construction of new sections with a priority for public transport. In 2021-2022 - by 4.6 km, by 2023 - by more than 60 km, and then by 2028 - by 22 km.

In general, these figures differ from the indicators that the vice-governor Maxim Sokolov designated almost a year ago, on the eve of the supposed launch of the reform. Recall that in the end it was postponed for 2 years, and the head of the commissariat, Kirill Polyakov, admitted that the planning document would need to be changed, as well as the approach to rolling stock. In addition, the officials propose to fundamentally reduce the number of lots that will be used for the route network, simultaneously enlarging them.

According to Komtrans, the total cost of bus routes, which will be distributed among carriers, will amount to 188.5 billion rubles; one third - wages, another quarter - fuel and maintenance. In the 2022 budget, 12.3 billion rubles are allocated for contracts, but this is because the year is “short”, since the reform will start in July. In 2023, the "full" year, twice as many are written. All proceeds from passengers will go to the city treasury: if you look at the column "income from the provision of paid services", you can see that in 2022 the budget expects 5.3 billion, in 2023 - 11.7 billion rubles

According to Fontanka, the KSOT developer also describes the “profitable” part of the transport service reform, but not in the form of revenue, but in the form of a socio-economic effect. If you believe these figures, then by reducing travel time, the city will somehow gain 34.7 billion already in 2022; the environmental impact is estimated at one billion, transportation and operating costs will decrease by 660 million.
