The Ministry of Health of the Russian Federation reported that in the 2021-2022 academic year in educational and scientific organizations subordinate to the Ministry, "the volume of personnel training will be increased at the expense of the federal budget" by 16.92% in general. At the same time, the number of budget-funded places in the undergraduate program will increase by 45.21%, in specialty programs - by 13.64%, in the magistracy - by more than 10%, in residency - by 23.97%.
“The volume of training specialists at the expense of the federal budget for residency programs in 2021-2022 was increased in 76 out of 86 declared specialties. The number of budget-funded places increased by more than 50% in 35 specialties, ”the Ministry of Health said. We are talking about virology, geriatrics, oncology, general medical practice, epidemiology, plastic surgery and other specialties.


The department added that the total number of budget-funded places for residency programs increased in 28 out of 42 constituent entities of the Russian Federation.

According to the bachelor's programs, the Ministry of Health clarified, the number of budget-funded places in the specialty "Nursing" increased by 92.31% in the Tomsk region, by 66.67% - in Moscow, by 50% - in the Republic of Tatarstan, Rostov region and St. Petersburg , by 20% - in the Arkhangelsk region. In the Saratov and Tyumen regions, the number of budget-funded places in the specialty decreased by 23.08% and 50%, respectively.

“According to the specialty programs, the volume of training at the expense of the federal budget was increased in the following specialties:“ General Medicine ”(by 18.37%),“ Medical and Preventive Business ”(by 9.99%),“ Medical Biophysics ”(by 22 , 22%), "Medical Cybernetics" (by 47.95%), "Pediatrics" (by 17.6%), "Dentistry" (by 3.23%), "Pharmacy" (by 0.07%). However, in some regions, budgetary places for specialty programs have decreased. For example, in the Astrakhan region in the specialty "Pharmacy" - by 7.69%, in the Kemerovo region in the "Medical and preventive business" - by 20% and "Dentistry" - by 6.25%, in Moscow in the "Medical Biochemistry" - by 18.18%, in the Orenburg region for "Medical and preventive work" - by 5.71%, in the Smolensk region for "Pharmacy" - by 2.94%, in the Khabarovsk region for "Medical biochemistry" - by 6.67 %.

In October 2019, the ex-Minister of Health of the Russian Federation Veronika Skvortsova said that in order to eliminate the personnel shortage in medical universities, it is necessary to increase the share of target places in the specialty "general medicine" to 70%, "pediatrics" - up to 75%, for certain specialties of residency - up to 100 %. In January 2020, President Vladimir Putin gave the corresponding order. The amendments were submitted by the Ministry of Health to the Ministry of Education and Science of the Russian Federation in February.

Later, the Doctor's Handbook service conducted a survey among Russian doctors about postgraduate education in Russia. It turned out that 30% of the respondents studied in residency (7% are studying now). Among those who graduated from residency, 19% were trained at the expense of the budget, 10% - by contract, 7% - by targeted training programs.

In March 2020, the Government of the Russian Federation determined target admission quotas for higher education programs for medical universities for 2020, including the share of target places in the total admission of students and residents studying at the expense of the budget. The number of residency specialties for which students can only enroll in targeted training has increased from 12 to 48, including oncology and cardiovascular surgery.

In June 2020, in connection with the spread of COVID-19, the Ministry of Health of the Russian Federation, by its order No. 626n, introduced remote admission to residency for the 2020-2021 academic year. In addition, applicants will be awarded an additional 30 points if they have worked for at least a month with patients with coronavirus infection.

What is residency?

Residency is the final stage of obtaining higher postgraduate education for graduates of medical universities after internship, research institutes, etc.

The main goal of admission to residency is to obtain comprehensive knowledge in the chosen profession, necessary to open a private medical practice or obtain a position in the state healthcare structure.

The main tasks of the residency:

Privileges and benefits when studying in residency

  • Enrollment to the budget after successfully passing the competitive basis provides the right to independent further employment.
  • The amount of the scholarship depends on the regulatory documents for the chosen specialty or on the decision of the organization that sent the specialist (the condition is relevant for the target residency).
  • The supplement to the basic scholarship is available only to residents who have entered the places funded by the Ministry of Health of the Russian Federation.
  • Trainees are entitled to vacations, the duration of which does not exceed the period of leave of a practitioner in the chosen specialty.
  • In case of early fulfillment of the established work plan, the resident has the right to finish his studies ahead of schedule. The main condition is that the total training time should not be lower than 75% of the stated conditions.
  • During training, it is allowed to take academic leave (illness, childbirth, etc.). Break registration is carried out only on the basis of the corresponding document.
  • Payment of travel expenses for travel to graduate school. This benefit is relevant for persons who entered clinical residency in the targeted direction, but is withdrawn for non-fulfillment of the conditions of the individual plan for the preparation of writing a dissertation research, early expulsion from the residency.
  • Providing places in the hostel.
  • The possibility of transferring a resident from one medical university to another after agreement with the sending organization and the head of the host educational institution.
  • Retraining in residency: in case of need to obtain a medical specialty not in accordance with the profile.
  • The possibility of obtaining a certificate confirming the possibility of conducting independent medical practice after the final certification of the resident (depends on the decision of the certification commission).
